Strategy[]
As Bohemia, getting elected emperor is extremely important. You know the drill, improve relations with the electors, send the royal marriages, alliance offers etc. to secure your position as emperor. Now the question of Austria is one that can go either way. Sometimes they will rival you, sometimes they won't. If Austria does rival you, set your attitude towards them as threatened. By doing that you will be able to ally Austria's rivals such as France. Other potential Great Power allies include Denmark and Poland. Other decent allies would include Aragon, Venice, Brandenburg, Bavaria, and Burgundy.
