Strategy[]
During the Migration Period, if you border Rome, West Rome, Byzantium, or Gallia and you don't have a truce or an alliance with them, you can via a decision declare war on them and auto-annex and get instant cores on provinces you occupy for 6 months. You should try your best to avoid their armies because they should be busy fighting lots of other barbarian tribes at the same time as you, so retreat until they focus on somewhere else.
This won't possibly be needed at all, though. With the huge morale bonus you get from the "Great Migration" decision, beating the Roman armies isn't all that hard and their force limit is hindered a lot as well. Keep in mind that you will lose all of your original provinces to neighboring tribes after the war, so don't bother developing them too much.
A riskier strategy to gobble up lots more land at once would be to try to ally as many tribes that border Rome as you possibly can, preventing them from declaring their own migration wars and taking land that YOU could be taking instead.
